This guide is is our Legislative Priorities designed to help chiropractors feel confident when speaking with elected officials. It outlines our key message focused on patient access, fairness and equal treatment for covered services.


ICS is asking the Iowa Legislature to amend Iowa Code §514F.2 to close the loophole identified in Abbas v. Iowa Insurance Division (2017). The amendment ensures that when a chiropractic procedure is a covered benefit, the reimbursement rate must be equal to what an equivalent medical physician would receive for the same service.

2. Register and Attend Your Legislative Social

District Legislative Socials provide a unique opportunity to build relationships with the legislators who represent your community. By attending, you can share how chiropractic care benefits your patients, discuss issues impacting your practice, and help lawmakers better understand the value of chiropractic services in Iowa's healthcare system. Timeline of How a Bill Gets Passed

The following timeline shows the path forward that our parity legislative language.

  1. PAC One-On-One Meetings
    September

    Meet with legislators in a group setting by ICS district. At these meeting we will introduce our legislative priorities and talk with legislators on the importance of parity legislation. An introduction to our Legislative Advocacy Toolkit will be unveiled.

  2. PAC Meetings
    October and November

    ICS will identify and meet with key legislators. Members will be contacted who are in key districts to assist with meeting with legislators to discuss parity legislation.

  3. Legislative Session Begins
    January 2027

    First day of session begins and House and Senate legislators will introduce our bill.

  4. Capitol Day
    February 2027

    Hosting Capitol Day with a key members and key legislators at Ken's Speakeasy.

  5. First Sub Committee Meeting
    Date TBD

    Our bill will first go through a subcommittee meeting where three legislators that are part of the full committee will meet. Public comment is allowed and is the first hurdle for this legislation to advance forward. Two legislators need to agree to move out of subcommittee.

    This legislation must get out of the committee from the House or Senate side before the first funnel date.

  7. Committee Vote
    Second Funnel

    Our legislation must get through both House and Senate Committees to stay alive for the rest of the legislative session before the second funnel date.

  8. Bill Gets Brough Up on Floor for Discussion
    Vote on Floor

    Now that the bill has made it through the committees it now needs support from the House and Senate leadership to be brought to the floor for debate and a vote.

  9. Bill Must Be Signed By Governor
    Grassroots on Governor's Office

    Once the bill is passed it will then have to be signed by the Governor. The Governor could veto the bill so grassroots efforts are then geared to the Governor's office.
